Hong Kong Express, Hong Kongs low cost operator who was purchased last year by Cathay Pacific is the first Hong Kong based airline to halt operations amid the COVID19 outbreak.
For now they seem to have canceled all flights from March 23 until the end of April 2020, with some flights canceled even longer. If you have a booking with them, you can either refund or re-book the flight for free.
